After enabling user.list, I cannot upload files

I've created a user in the RHEL (6.6) installation, user.create, and user.list (checked manually for the user, no index_attributes found), so that user has access to /var/lib/rhn/downloads.
But after removing user.create from init.d, the user isn't found in user.list anymore, and uploads to the 6add127376 fallkal
